PETS is made to halt the spread of rabies and other diseases while still allowing pets to travel.

However, your puppy will need to have documented evidence of being vaccinated against rabies otherwise this will lead to entry delays because you will undoubtedly be asked to sign a Confinement Agreement (this basically says you will get your pet vaccinated and then confine them for a minimum of 30 days after treatment).
